JOB SUMMARY:  The Chief Returning Officer reports to the President of  
2 o' x  A0 ?" A6 L4 e3 Ithe Students' Union and oversees all electoral logistics as per Bylaw  / \1 Z  @3 h4 I) m
2000.  The Chief Returning Officer shall be recommended to Students'  
. B7 m9 @' O6 E% ICouncil in the manner set out in the Council Administration Committee  
% G! h9 Z! S  F- ~. v3 Z# i0 C, VStanding Orders by April 15 and serve from May 1 to April 30 of the  
! h2 P0 L$ X. x* w% ayear following their appointment.

DUTIES AND RESPONSIBILITIES:) ^9 H/ t! L# D* ~

1) To run the elections as per Bylaws 2000

2 F! e: ?: {: J2) To run referenda/plebiscites as per Bylaw 2000.$ [# H+ c/ A! D+ r1 u

" ]/ V8 G1 Q( Y- H( Q3) To choose the Deputy Returning Officer(s) and assign their duties.
8 j7 z! z/ P  J$ N9 X% x% Q% L" L1 [9 \9 x+ d( f. H" L' P
4) To organize polls during elections/referenda, including appointing  
4 _8 q1 B0 ~: `adequate poll staff and situating polls at appropriate locations  
" D; s0 R1 {- [6 M: M) w- Jacross campus, and advertising the poll locations.
: s7 Q& Y) q2 G7 p5 V  m7 I6 U' U& \+ l3 G; T
5) To oversee the physical count of the ballots during elections/
- u- V' ~/ ^. f% D% L0 L! Sreferenda.

2 r' u: [9 M: _7 r. G6) To report the result of an election/referendum to the appropriate  0 f, [5 {2 F; }* p* G! \% Q+ E
parties., I: u# X/ i; Z; y- j/ p
1 h, i' I! O2 {- Y3 N6 Y' ?2 Y/ x
7) To facilitate classroom speaking arrangements during an election/
+ u/ m  t% S/ P. t' wreferendum.

To enforce budgetary regulations as stipulated in the Elections  
$ P4 L3 {# \9 b9 o# \: w$ q% q5 L, q8 LBylaw 2000.

10) To be available to all parties during elections/referenda for a  
& s- _) c. j  v' w2 C; Kminimum of four (4) working hours a day, between Monday to Friday,  2 X5 H# f% p3 H* \5 u, H, \; F
from the first working day after nominations close until the last day  3 F, ^6 P! o4 N" F5 \, o1 f7 z% {7 i9 f
of voting.  These hours are to be posted in advance.! l1 z0 z3 j8 z( C/ {

2 H/ |; L4 j4 w* L2 c- z11) To act as the arbitrator in any dispute which may arise during  3 D5 V9 _0 l* z7 p: L. a) v) ^
the course of an election/referendum.! j. b  d8 P  P$ G

8 [% T3 f. ^8 D12) To ensure that a cost effective and accurate ballot counting  4 l* Y7 g" O; h/ r& c
process is in place.: h- b$ K5 V5 g, \' W5 X6 k3 T

13) To submit to Students' Council, prior to April 30, a final report  % a$ z' E2 ^6 K% r6 T) `8 t
of activities and recommendations.

14) To organize a minimum of one (1) forum to be held during the week  
  {  m$ r- ?# d# T7 w9 W0 v8 Lof campaigning.

15) Perform other job related duties as required by the Council  8 `0 z4 @0 H! G: z7 s; R
Administration Committee.

QUALIFICATIONS:: x0 t+ F2 S9 @! m8 K$ Y

$ B( v& S0 f- _& W0 p1) Must be an undergrad student registered in at least one (1) course  
2 V+ y  y& Y/ a$ s$ Lfor each of the terms of Winter Session and shall be a full Students'  3 p5 |& Y- [- b: G
Union member.: c* p& \8 ?* @5 p- g

1 T8 L; N5 x  z* A& b9 f$ u; _* B2) Must have some experience in student elections.
% r; n% [4 j6 S  {) b" v) v& Y% h7 y4 s( ~( u$ A7 v
3) Shall not concurrently hold a position on Students' Council, or  
* R" j; D! _$ lany of its standing boards, committees, or any other paid position  / s' [9 N! r7 o9 l" y
with the Students' Union.

1 K% d+ O9 S1 F  t* C4) Willingness and ability to work varying hours.  X' \9 z  b( b1 B+ Z

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  . l( A& [8 A6 j5 |! R' _% ?7 L
staff, students and the general public.
