has lived in Canada for the immediately preceding 12-month period
1 Q7 g1 D! V4 J! w6 k; TTo my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.+ q+ u3 M1 D0 A, M3 H
However this is just my perspective of this, don't argue with me. Several times I asked such question when I encountered with FW officer, I obtained different answers.

If I were you, I will send an email to ESRD and get an OFFICIAL reply on this, either you need a license or not. PRINT that email out and keep it while you angling in case come across a officer.

Arguing with an officer on site has never been a good idea, do not try that.
