do I have to apply city permit for relocating the door?

Hi,
9 N  c; k1 T, W+ L. j. G% j% Ldoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
