听到是洋铁皮的一半在悬空的状态下，每隔2分钟风一吹就咣当一声响，请问新房子是什么东西on the top of kitchen hood fan 会掉下来的？

yes， may have something fell down on the other end of the hood vent

At the other end(outside) of the vent duct, there is usually a metal cover for the opening, it can swing up and down and if it is a windy day, it will be blown swinging, thus making a kind of banging noise.
