The opthalmologist likely felt confident about his/her diagnosis based on the symptoms without the need for culture test. It's hard to say. 8 c' m5 {- U" F+ A+ k/ I2 g# EIn your case because it's getting worse, the best bet would be to go to ER again and specifically ask for a different referral for a different ophalmologist.
