who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

4 j) k) M6 O* ]% I, E+ A•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
# e' _: Z/ _+ ~•meet certain other conditions
' g% h7 T3 O4 o1 m$ [没有明确提到是给已经申请移民的人。
