请教CPP/EI Exemption是什么意思

大家好，我才到加拿大上班，税务方面一头雾水。

入职时小蜜给我一份CPT1表格填写。"Aplication to Canada Revenue Agency for CPP/EI Exemption". 请问这个表格是申请什么的？是申请不缴CPP/EI吗, 还是其他意思？

, ^, I; z" G) Z# \! h$ W表格里有这么一段话: ”XXX must make CPP and EI deductions from workers. However, if you interpret your income to be CPP/EI exempt, you must apply to CRA directly for a ruling on whether your employment is pensionable and/or insurable, or both”
( n& b9 K) J) ]1 ~$ u, W4 x. G9 }“ruling”是什么意思啊？
