朋友的新枫叶卡已批准, 但因为旧卡已过期不能来加拿大领, 该怎么办? 能不能找人替他领取新卡.谢谢回答.

He/she can apply some documents from Canada consulate or embassy in China to get admission. It is called "travel documents for PR card expired". Check the immigration website.

By the way, how did he/she apply for the renew? In Canada or outside of Canada? Did he/she apply by themselves or from friend? Thank you.

You have to pick it up yourself. If you are not in Canada, then you must apply for a VISA to enter Canada.
