that we cannot support imposing a UBB business model on wholesale Internet
7 L3 p$ [4 N4 G( E$ v$ yservice providers.

Our government recognizes that the Internet and digital technologies are. e- K3 V" w% U, ?8 O
an increasingly important part of everyday life—including driving
8 e/ v. I/ r' Tinnovation, commerce and social interaction. As the government develops
: J. y( a& {2 e5 ~+ w$ ~Canada’s first comprehensive Digital Economy Strategy, we need to look8 n& x$ P9 \$ a2 u6 e0 ^
carefully at how issues like UBB affect the big picture. We will be
5 t& T' W$ y& J0 S* {. l+ g/ U* fguided by our long-standing policies of encouraging competition and
) J* O+ x& a9 K4 _' iinvestment, increasing consumer choice, minimizing regulation and allowing
5 P* ~% X0 ~4 H dmarket forces to prevail. " j) z9 [& u: T+ a

The Canadian Radio-television and Telecommunications Commission (CRTC) has
, r3 A- a4 M5 @/ ]chosen to examine these concerns that the government shares with a large& @6 @3 M4 [# B/ b! Y3 ]

When the CRTC reaches a final decision following its consultations, the! t( P1 L9 ~4 m5 u: C5 y$ J
government will carefully assess the CRTC position to ensure that it is in$ u" |4 O( ~7 U7 l4 t
line with the best interests of Canadian consumers and encourages! q- v7 I" @$ x _* Q8 O
competition among internet service providers. I will be recommending that
; D$ h2 y* E! o$ S$ m3 p- T, k4 [any decision counter to these foundational principles be reversed.1 d' l4 X& N8 b! i
