for Internet services. It is essential that I hear the views of Canadians

that we cannot support imposing a UBB business model on wholesale Internet+ M% Y' j5 ]; a( r7 U: r" a& F; K s

Our government recognizes that the Internet and digital technologies are
. p7 @* a V% y* ?* T8 Tan increasingly important part of everyday life—including driving
7 [6 x2 q9 @% ]( \7 B% t5 f' l6 ]innovation, commerce and social interaction. As the government develops( g# f& T" z3 y. w/ G0 c- X
Canada’s first comprehensive Digital Economy Strategy, we need to look
0 }9 {( C" q, P$ s# }7 p2 p: Z% ^carefully at how issues like UBB affect the big picture. We will be6 z* a. I) E* \" \0 s X8 @3 R7 ~- J
guided by our long-standing policies of encouraging competition and
7 [# I/ @5 C- L; zinvestment, increasing consumer choice, minimizing regulation and allowing
3 b" K( C- N6 V8 Xmarket forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has" q" v& V Y: _: W9 h5 E8 K) v
chosen to examine these concerns that the government shares with a large
/ O7 i% u/ T: m/ pnumber of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the8 }: g" x; Q. h2 y5 ~/ d: F
government will carefully assess the CRTC position to ensure that it is in8 L7 Q! T% H" g0 j% J( ^
line with the best interests of Canadian consumers and encourages0 x9 b/ z& j( R3 ^" }& O
competition among internet service providers. I will be recommending that
* }. p2 K$ Q* p' p3 t$ t# w; e; K* Oany decision counter to these foundational principles be reversed.
