If you are flying with a Canadian carrier, your Cuban Tourist Card is included in the cost of your air ticket ($20 for 90days otherwise). Your air steward will give you your Cuban Tourist Card on flight. It is not distributed prior. 1 I& g/ N q* U& ?' D" F# A9 e( ^But you need a valid passport as well.
