Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:

9 V6 P9 |7 Z  K/ c% z; wControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
, P' S! s+ Y, u- O: F% z3 l% X0 Z
A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I am desperated! Anyone can advise? Thanks!!
