我可以很负责的说，不用签证。你只要拿着护照，和枫叶卡，就可以去墨西哥，在墨西哥机场办入关手续。我去年就是这样的。

By the way, 如果是出公差可以吗？如果呆的时间比较长，比如一两个月，还要申请签证吗？
