A major industrial project has been put on hold in the Edmonton region because of high costs and a lack of skilled workers.

" E7 m' ~# s8 ?3 _0 cBA Energy's Heartland heavy-oil upgrader was under construction in Strathcona County, but the multibillion-dollar project now will be shelved for at least four years.

8 [; k& i' {" x) \7 Q8 x! |The processing plant would have transformed bitumen from Fort McMurray's oilsands into synthetic oil.

"The Heartland is competing worldwide for resources and financing, and engineering expertise as well," said Gerry Gabinet, a spokesman with Strathcona County's economic development department.

0 U# {4 L6 r0 p"So it's challenging for firms that are not completely well-financed and have a good, long-term business plan as well."

The facility was bought last year by Calgary-based private firm Value Creation Inc.

) Y0 p8 l$ B4 M/ S+ e. Q不过小项目还是有的，比如UMICORE的钴冶炼及合成氨扩建项目，法液空（AIR LIQUEDE）的20寸15KM高压碳氢气体管线扩建等等。
