CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  
, a( ?2 ?- E- wthe Students' Union and oversees all electoral logistics as per Bylaw  7 K# X! Q) F% M  N7 Y# g1 X
2000.  The Chief Returning Officer shall be recommended to Students'  
; n6 k' Y8 v) ^Council in the manner set out in the Council Administration Committee  
: z/ j2 B5 m1 m' v, {+ z, [% dStanding Orders by April 15 and serve from May 1 to April 30 of the  6 x) y; o" o, t7 h  @( Z
year following their appointment.

  X0 G. q6 K$ k+ H& s, CDUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000" M  y6 [& E! e" q: p

/ ~3 A9 G! Y! n: }* c2) To run referenda/plebiscites as per Bylaw 2000.
1 z/ h: q  g/ j: l; `. B- }! h; m1 V( _5 b# G- b" R5 E9 ?
3) To choose the Deputy Returning Officer(s) and assign their duties.
7 Z- y/ @' K: D0 }! d& B7 H; T) Y. |0 g9 x, f: K
4) To organize polls during elections/referenda, including appointing  
9 u2 G: ]; N$ a% Uadequate poll staff and situating polls at appropriate locations  
8 H  n3 {* F% l3 p; u+ racross campus, and advertising the poll locations.
8 t6 \* @9 b) m* Y  q8 A  B$ Q. v, c. M" P& P5 N( _
5) To oversee the physical count of the ballots during elections/
7 Z' H1 R9 A& _! X& treferenda.9 p# L9 x! ^$ @% Q, o% i6 g# e

0 J$ k; B+ v$ r6) To report the result of an election/referendum to the appropriate  + a3 X+ ?) T- m! r, s: ]0 ^3 S
parties.

0 h7 i: G+ h. J* ~1 {7) To facilitate classroom speaking arrangements during an election/ # A" d4 }/ D* m
referendum.

To enforce budgetary regulations as stipulated in the Elections  
, A4 l1 i* o  V. J1 ]4 cBylaw 2000.. q! v8 D. O- d! n

10) To be available to all parties during elections/referenda for a  - [8 B$ g- W& O/ F" o; m: O
minimum of four (4) working hours a day, between Monday to Friday,  
  s9 ~) z2 d! i! s/ H- c# ]from the first working day after nominations close until the last day  ( [- h$ q2 \+ d8 ?' n+ G8 `# K
of voting.  These hours are to be posted in advance.1 E( R9 B  l5 ]9 G
) [: ^0 N) G! e. H
11) To act as the arbitrator in any dispute which may arise during  
0 k( d6 q. r5 N) O  f8 z: h" hthe course of an election/referendum.( P% p' N' N2 m6 A

+ Z8 A" T  I6 H/ o8 q: p12) To ensure that a cost effective and accurate ballot counting  * C8 Y! H" i: u) t6 h/ N
process is in place.! p/ V0 {  I% a# y: V

1 F4 C& }% b( b, ^8 W13) To submit to Students' Council, prior to April 30, a final report  
$ b2 l8 `8 u% ]1 v5 i- j' p- Iof activities and recommendations.) K8 s9 O6 R& a

14) To organize a minimum of one (1) forum to be held during the week  - n) ^/ H2 ~4 T" j& D  e4 G
of campaigning.2 f$ G" }" d, A% S$ _

( D# T5 [" Y8 ]' T" `& h15) Perform other job related duties as required by the Council  8 `/ _" F- }7 U$ V% a! w

+ m9 |0 T  m. R" @% K  LQUALIFICATIONS:) a. Z8 W; d$ m* i: W" O- b) x

0 f4 a- f% {1 S" h- M' ?, r1) Must be an undergrad student registered in at least one (1) course  
- Z$ A, c7 f& Ufor each of the terms of Winter Session and shall be a full Students'  
2 h& F) D* s8 [8 ?  S0 w- VUnion member.3 Z6 ?7 l7 |5 D. n. V) t2 h! L; Y% q* j8 F
& w2 R% B# Q# B; I8 j8 e/ v3 i
2) Must have some experience in student elections.
' @6 ^! ^6 S% p/ J! B
( S2 N0 ~% C$ [7 K% ^/ w3) Shall not concurrently hold a position on Students' Council, or  7 P; N+ r1 l) k: z) {, w$ ]
any of its standing boards, committees, or any other paid position  
7 S/ Y7 N' e: C/ ?with the Students' Union.; T7 W; g7 `3 y# _: v3 A4 E3 w$ r

4) Willingness and ability to work varying hours.5 H( I' w4 j- X$ z$ J3 A% B$ I

4 G- V9 [  P8 n1 z% i+ T7 Y4 k5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  
2 ~7 T9 j. D( u* gstaff, students and the general public.
