这个必须是本省居民，外省的都不行，外国的更不行了。

Are you sure? Best way I suggest to go to fishing hole or CT to check it!

在上面那个链接里，只有阿省居民才有Age 65 or older免证的这一项，其他外省外国的人都是Age 16 and older。
我没有去问过，这事最好打电话到政府部门问，店里的人有时候稀里糊涂的，特别是轮胎店。

The key word here is "resident".
A resident is a person who has his or her ONLY OR PREMARY residence in Canada.
AND (Very important)
has lived in Canada for the immediately preceding 12-month period
To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.
However this is just my perspective of this, don't argue with me. Several times I asked such question when I encountered with FW officer, I obtained different answers.
With more and more elders come to here for TANQIN and DAIHAIZI also wanna wet a line as leisure, this question is going to brought up more frequently.
If I were you, I will send an email to ESRD and get an OFFICIAL reply on this, either you need a license or not. PRINT that email out and keep it while you angling in case come across a officer.
Saying "who who who from the edmontonchia said I don't need one" is not good enough, showing the email from ESRD will be more effective.
Arguing with an officer on site has never been a good idea, do not try that.
