I keep my banck account, credit cards and alberta health insurance. Also I am a permanent resident of Canada, not a Canandian citizen.

Even you haven't lived in Canada during the year. In your case, you can claim full personal basic credit.
you can give CRA a call or write them a letter, tell them you are still a canadian TAX resident NOT a PART TIME tax resident. You can claim whole year personal basic credit. ask them re-assess your tax return. of course, you need to send them some proof documents, like bank account statement etc.: R' l n. D) D* j; X& S& c

汇报一下结果,税务局让我填了一份NR73表来判断我的status of residency, 根据这个表他们认定我是factual resident of alberta, 所以我就可以claim full amount of basic personal credit 乐,也就是不用交那么多税了。所以建议谁要是将来在加拿大境外工作还想给加拿大浇水的话,最好在加拿大留点儿所谓的ties.
