Thank you for expressing your concerns regarding usage-based billing (UBB)
6 o% E# s/ P+ s3 R, b. g# z/ Pfor Internet services.  It is essential that I hear the views of Canadians
; F" s, @4 Y3 G* m' T) C# Oon the issues that matter.  Prime Minister Harper and I have been clear
2 J0 t; c& [" T7 Y- n) Bthat we cannot support imposing a UBB business model on wholesale Internet
service providers.
                                               
Our government recognizes that the Internet and digital technologies are
. {# e3 z3 x/ Oan increasingly important part of everyday life—including driving
. o- i2 F; m5 @5 l) kinnovation, commerce and social interaction. As the government develops
Canada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
9 N. T, r2 {# b0 _  |) Eguided by our long-standing policies of encouraging competition and
& D; F7 |* y$ I! K' ginvestment, increasing consumer choice, minimizing regulation and allowing
1 C& n) h4 J9 ?% C( J+ d9 Smarket forces to prevail.

6 g/ b! k, u: l: I0 R8 @The Canadian Radio-television and Telecommunications Commission (CRTC) has
+ i- {' F$ |9 g6 c( |chosen to examine these concerns that the government shares with a large
number of Canadians.  Details of the CRTC consultation are available at
www.crtc.gc.ca/eng/com100/2011/r110208.htm.

; A8 M+ h# z* Q3 n( X& YWhen the CRTC reaches a final decision following its consultations, the
2 u1 K" ~8 N, ?* D. qgovernment will carefully assess the CRTC position to ensure that it is in
6 Y, Z" U# _; f( \3 ]) e* jline with the best interests of Canadian consumers and encourages
5 `4 [3 K/ p; _" P# S. \competition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
