Thank you for expressing your concerns regarding usage-based billing (UBB)7 k- X- t9 C+ I
for Internet services. It is essential that I hear the views of Canadians
; j4 j. J' \& I d8 P& @: pon the issues that matter. Prime Minister Harper and I have been clear1 S5 Z$ y1 a$ A" \
that we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are
( _8 ?3 W% ~! ]7 K( m1 Van increasingly important part of everyday life—including driving; t; ]8 p" Y) R. D% e% E% J
innovation, commerce and social interaction. As the government develops, e/ x( ?0 _3 n" w8 \( L
Canada’s first comprehensive Digital Economy Strategy, we need to look
' y& T- l( K( }, t- L, Jcarefully at how issues like UBB affect the big picture. We will be1 }7 E+ z) J/ ?* g: y4 O3 C
guided by our long-standing policies of encouraging competition and
6 [5 W. E# O3 J! _" hinvestment, increasing consumer choice, minimizing regulation and allowing4 }6 U8 i7 [$ R$ o/ z$ x& f
market forces to prevail. / x5 ?$ z& J* |& W+ B0 t- ] `

The Canadian Radio-television and Telecommunications Commission (CRTC) has
6 E8 o- y- K* _3 ~* ~3 G8 Zchosen to examine these concerns that the government shares with a large8 u" ~6 l# s% P$ e3 S* m9 h/ R
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
9 q' N; l. f9 @9 j/ Bgovernment will carefully assess the CRTC position to ensure that it is in
- @: Q: C1 B" y. I; X( s* kline with the best interests of Canadian consumers and encourages
5 n c/ X. Y1 j4 A( v8 mcompetition among internet service providers. I will be recommending that
& I6 P: b* S6 V8 \2 @9 t* x/ Vany decision counter to these foundational principles be reversed.
