Thank you for expressing your concerns regarding usage-based billing (UBB)
for Internet services.  It is essential that I hear the views of Canadians

service providers.

# [; `3 a* D# K. i1 dan increasingly important part of everyday life—including driving
innovation, commerce and social interaction. As the government develops
1 K# K) G" U1 _7 F% N- {4 h( NCanada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
investment, increasing consumer choice, minimizing regulation and allowing
' a& `3 M& H& w5 s8 e( w1 {- Jmarket forces to prevail.

; J$ I. V0 @! N& h' {& g$ N" aThe Canadian Radio-television and Telecommunications Commission (CRTC) has
* b) K/ l6 k$ ^1 [chosen to examine these concerns that the government shares with a large
number of Canadians.  Details of the CRTC consultation are available at

9 P% |7 _, l) x1 k1 fWhen the CRTC reaches a final decision following its consultations, the

line with the best interests of Canadian consumers and encourages
! @5 g- T- P) @) Zcompetition among internet service providers.  I will be recommending that
. o: O4 y7 g4 c; N* a* A! a+ R  bany decision counter to these foundational principles be reversed.
