that we cannot support imposing a UBB business model on wholesale Internet

: C) q% o6 O3 {1 a7 m$ {# S) Z8 bOur government recognizes that the Internet and digital technologies are
2 j: b- ~; v2 w; f) ban increasingly important part of everyday life—including driving( b2 H. d* J" T/ Y! T8 t s
innovation, commerce and social interaction. As the government develops: w9 K8 [# u% U& L6 f
Canada’s first comprehensive Digital Economy Strategy, we need to look- J/ N! ~9 l9 }- @( }
carefully at how issues like UBB affect the big picture. We will be
8 V q1 @3 t- `1 b8 s) {guided by our long-standing policies of encouraging competition and
7 J) E" @$ B7 b* qinvestment, increasing consumer choice, minimizing regulation and allowing }1 B% n% U2 P9 T4 G) R- y
market forces to prevail. 3 K' b& Z# M$ e1 r$ K
) b2 y/ o/ L) _ ]! z* k: \The Canadian Radio-television and Telecommunications Commission (CRTC) has
2 Z) u1 F' j# i; [ O. uchosen to examine these concerns that the government shares with a large* S% ]9 r6 i" ^. m
number of Canadians. Details of the CRTC consultation are available at

! L+ B+ ?. D, R! FWhen the CRTC reaches a final decision following its consultations, the

line with the best interests of Canadian consumers and encourages
7 Y/ B* V0 D% I4 ^2 }$ |$ Dcompetition among internet service providers. I will be recommending that
7 ~: f3 m {1 g: L `! E* yany decision counter to these foundational principles be reversed., i5 J2 a( U, K# i/ B; W
