大多数建筑商设计和改动是不收费的。 但是当蓝图完成并提交给CITY批准后再有任何改动是要收费的，不是因为建筑商要人工费，而是city 要重新批复，city 要收钱。

BUILDER的主要理由是图纸已经提交给CITY. 正在等批. 我不明白图纸没有我同意, 怎么可以提交呢?

我误解了，如果你已经在蓝图上签字了，你再改就要付费。如果你没有签字，BUILDER是不应该收费的（通常）。
但是，如果BUILDER已经把这个房子作为SPEC HOME提交申请和测绘，任何structural改动，市政府和SURVYOR是要重新评估收费的。BUILDER通常把这个转嫁到你头上来。同意WST和ceramistpalace的意见。还有的时候签合同的时候BUILDER就要你把蓝图定下来。。所以少数情况下会发生这种情况。
