After you pass Learner's test, you don't have to wait for 1 year to go for the road test if the registry people think you're qualified. They will consider the number of years of your Chinese driver's license.

It is not true that "you can't use it as a ...... in Canada", since it is under provincial laws.

Not sure if you can use it in Alberta, but the translation is acceptable in Nova Scotia. I suggest you contact the license office.
