% h' j9 L: {+ F6 h" VNo, it breaks down slowly because of its high C:N. It makes a very attractive mulch as well, so if you have a lot of it I suggest spreading it on top of autumn leaves around trees or shrubs, or at the back of the bed where weeding is a chore.

Spruce needles are another matter - because they are thicker, and have a pointy end, they can poke you as you spread your compost - wear gloves and you will be fine.
