这个预备会议会在明年1月有新决定。但公布的消息， 是证实石油枯竭：
& _0 G9 ~4 N0 i) tIn May, Opec and non-Opec members agreed to extend production cuts of 1.8m barrels per day for a period of nine months until March 2018 but rising production from the U.S., Nigeria and Libya has undermined the oil cartel’s efforts to curb excess supply.
The committee issued a bullish outlook on compliance, however, highlighting that oil producing nations participating in the global accord to cut output reached record monthly compliance. Opec and non-opec compliance with the deal to curb output rose to 116% in August, the committee said, a strong increase from the 94% compliance achieved a month ago.
沙特、俄罗斯等OPEC与非OPEC原计划是减产1.8百万桶的，但8月份完成了116%， 就是1.8*1.16=2.09百万桶， 多减产了29万桶。

所以俄罗斯等非OPEC 减产数远多于沙特等OPEC.
从一月到8月份，OPEC 与非OPEC 就已经减产了2.09百万桶，如果按这个速度，到年底，就减产
12/8*2.09=3.13百万桶。

; A: ^' W; L0 d2 T: @9 k& }OPEC产量3千6百万桶，而俄罗斯1千万桶，再加上其它非OPEC国家一千万桶左右，总共约5千万桶，占全球产量的约70%。
6 @8 J, I7 {8 b' F5 l3 N& \$ \所以跟进每月的数据， 就知道年底OPEC 与非OPEC 会减产多少。相信是不会少于1.8百万桶，因为现在已经减产2.09百万桶了， 还有4个月， 再减产1百万桶是可能了。

除了美国原油库存，还有全球原油库存。全球库存的情况，是这样的

年初是有3亿4千万桶高于五年平均值，但现在只有1亿7千万桶高于五年平均值。8个月，全球原油库存下降了1亿7千万桶。

所以全球陆地上的石油枯竭，正在揭开其面纱。
8 P5 C& I; C4 L# @2 m7 U& |石油组织说好是减产1.8百万桶，但8月份实际减产2.09百万桶。这个数据只能用石油枯竭来解释， 就是放开手脚，它们都无法达到今年初的产量。而且这个减产是OPEC 7.9万桶，非OPEC2万桶。不论OPEC的沙特， 伊拉克，还是俄罗斯等非OPEC, 枯竭是无一幸免。

再看美国钻井数，很不幸， 上周又跌了一台。
# w  j% b: o( v8 h2 O$ c) i: J& \4 p美国钻井数量在前五周已经有4周跌了，产量后劲就不足。看来美国要突破9.7百万桶的记录，难度是不少。

美国产量上不去， 是推动油价上升的主要动力之一。
