没有明文规定不可以，取决于间隔和用途，如果你是打算二楼加厨房用来单独出租，那么就不是yes,no可以回答的了

Kitchen needs a lot of power, so you want to make sure a second kitchen won't affect the power system. The insurance company may demand a permit. Otherwise, if any incident happens, insurance company may deny the claim.
