9 H: b7 n; g4 @0 e8 YNow I think I get it clear: To change name before applying citizenship, we need to go through Registry (pay 250CAN, waiting for 6-8 )first, and submit the Name Changing Certificate to CIC for citizenship. (Passport and PR card can not be changed. )

Some may have different experience with whether Name Changing Certificate is needed for citizenship. I guess that may depend on the processing officer at CIC. One may be generous or careless, so it also works without that certificate.) q, u* M9 g+ D: b: t3 @( c3 J( Q- q
