do I have to apply city permit for relocating the door?

2 a, ]. r  M" }5 ~6 c- l! x& H* {does anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
