you should always remove the old top layer for a number of reasons. ; Y% \/ h' p. r- E/ H4 P: u
1, it is possible to grow mould underneath the new top layer if you don't remove the old top layer6 f& I! t0 j" G4 [" n
2, it's very difficult to lay it evenly flat all across+ u' L: E; b0 B) e9 ^
3, it's very hard to anchor it down with the baseboards, etc$ h& F) G$ ]. n/ l0 T0 \

/ U, F& o" O7 ] [: D% finstalling the new carpet is very easy, but again it's a lot of physical labour. carpets are a lot heavier than most people think. plus, you'll need to do your own measurements, cutting, transportation of new/old material, etc.

end of roll usually have good deals on material and labour to install carpets. give them a call to see if they can swing you a deal. depand on the size of your room and the grade of the carpet you're looking for, I'm guessing you can get away with less than $750 all in.
