Thank you for expressing your concerns regarding usage-based billing (UBB)6 X4 ~! a' z/ Q5 ? T8 _0 S
for Internet services. It is essential that I hear the views of Canadians/ S8 m$ S) {9 k
on the issues that matter. Prime Minister Harper and I have been clear. d; r! x! o: o) v* _ H
that we cannot support imposing a UBB business model on wholesale Internet( a8 v! h. K9 R
service providers.

Our government recognizes that the Internet and digital technologies are
. X# y [. _+ Q- G9 P# Han increasingly important part of everyday life—including driving
6 y3 d2 a' e! a% o+ Qinnovation, commerce and social interaction. As the government develops
1 y1 u9 y* D, r2 WCanada’s first comprehensive Digital Economy Strategy, we need to look
0 W6 s' e+ m5 Z8 Z; Vcarefully at how issues like UBB affect the big picture. We will be" N9 J) ]0 I% y+ E$ s" Y
guided by our long-standing policies of encouraging competition and
* P$ s9 r. s5 A; x& R: vinvestment, increasing consumer choice, minimizing regulation and allowing+ e# d& j* @6 b$ g
market forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has
& e8 R) _, Z! rchosen to examine these concerns that the government shares with a large' `: t% v9 e9 D
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
( N) S* E# j- u) |$ Lgovernment will carefully assess the CRTC position to ensure that it is in4 i1 S: e6 E# [, A# r$ x
line with the best interests of Canadian consumers and encourages
* u/ U5 O. |1 f# p ycompetition among internet service providers. I will be recommending that
9 J( h7 X# [3 Many decision counter to these foundational principles be reversed.- w: k6 Z$ ]. a5 I4 o, K' L
