that we cannot support imposing a UBB business model on wholesale Internet* z/ e* _$ O5 T
service providers.

Our government recognizes that the Internet and digital technologies are- D& f9 f. c4 Y6 N; x
an increasingly important part of everyday life—including driving9 x' D+ S) L; z
innovation, commerce and social interaction. As the government develops6 D6 b: Y$ `: |$ j/ t
Canada’s first comprehensive Digital Economy Strategy, we need to look
8 ?9 w# a4 r6 B3 {1 `. f. O7 Fcarefully at how issues like UBB affect the big picture. We will be* A5 h& c) O! P9 d/ S, u# A
guided by our long-standing policies of encouraging competition and k, G3 ]5 E6 e4 {/ G
investment, increasing consumer choice, minimizing regulation and allowing$ i9 Y; V2 ]* w& P S4 k
market forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has
$ l! d6 x# _' d( M6 v! mchosen to examine these concerns that the government shares with a large
2 |# N& |4 k5 ^$ T6 U. r9 lnumber of Canadians. Details of the CRTC consultation are available at

" c4 T9 L* ~+ F) r7 `! t1 QWhen the CRTC reaches a final decision following its consultations, the
# p: N) o$ b7 K7 }- Zgovernment will carefully assess the CRTC position to ensure that it is in! H# {0 b* ~( |% Z6 S4 N& ^
line with the best interests of Canadian consumers and encourages5 U2 h, X' R5 s' S |' i
competition among internet service providers. I will be recommending that! w2 \0 K% L$ c
any decision counter to these foundational principles be reversed.( d! h+ o, n' L" j; K( b" B
