Thank you for expressing your concerns regarding usage-based billing (UBB) @+ u' t# h4 h
for Internet services. It is essential that I hear the views of Canadians- M% U: ~! h1 k$ C0 D# n& ]
on the issues that matter. Prime Minister Harper and I have been clear" @9 _, u5 ] X
that we cannot support imposing a UBB business model on wholesale Internet
$ v1 N7 f* _# X1 J' \2 o# ]service providers.! k$ R2 q" Y4 W. S8 S5 \
\2 V2 ]0 U8 v5 |, W
Our government recognizes that the Internet and digital technologies are
1 ~* u2 l# s' P( V7 q/ [% s& M; d/ C+ qan increasingly important part of everyday life—including driving$ O8 o. A' D$ r! b8 J1 e; G, I) @
innovation, commerce and social interaction. As the government develops% n* w9 g5 {: a1 q
Canada’s first comprehensive Digital Economy Strategy, we need to look
8 |0 b y( a- h E- E# mcarefully at how issues like UBB affect the big picture. We will be+ o, ]) z4 T E3 {0 f/ `# P
guided by our long-standing policies of encouraging competition and, Y6 c6 i" t9 _; U9 D
investment, increasing consumer choice, minimizing regulation and allowing& c; O% J N' f5 M" n
market forces to prevail.
) I2 R# r$ F+ u R: i$ n6 r# c$ M0 b/ O9 m+ [. ?9 M4 p
The Canadian Radio-television and Telecommunications Commission (CRTC) has
J I) j4 z/ s1 x5 ochosen to examine these concerns that the government shares with a large/ E8 F( n4 v2 A% M6 y' V" q; @
number of Canadians. Details of the CRTC consultation are available at" A$ F! l: }5 y

When the CRTC reaches a final decision following its consultations, the
7 b7 m0 r1 |+ e* ]government will carefully assess the CRTC position to ensure that it is in8 v2 O' G1 v" `3 \
line with the best interests of Canadian consumers and encourages9 \0 _0 o t5 y* X7 ~! H; Q0 P
competition among internet service providers. I will be recommending that3 P! d& I0 {6 j" D- }0 @: Y
any decision counter to these foundational principles be reversed.- t/ E( X0 W! x
