that we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are
0 m" h! a: K% ^an increasingly important part of everyday life—including driving9 @/ ]! g* Z r T r% D% L
innovation, commerce and social interaction. As the government develops" }& B- w2 K: n: a0 G1 U7 n2 w& e7 w
Canada’s first comprehensive Digital Economy Strategy, we need to look4 N) w! b, p5 {4 g
carefully at how issues like UBB affect the big picture. We will be0 A K4 x# j6 Q0 i
guided by our long-standing policies of encouraging competition and4 E# @* d; U4 Q, Y2 A
investment, increasing consumer choice, minimizing regulation and allowing5 n6 T3 K( s0 _0 I
market forces to prevail.

S: ^& v; G+ |8 f1 Q7 FThe Canadian Radio-television and Telecommunications Commission (CRTC) has
3 y( ] |2 G) ]! m2 e( {chosen to examine these concerns that the government shares with a large

line with the best interests of Canadian consumers and encourages
