Thank you for expressing your concerns regarding usage-based billing (UBB)
. q& S1 u% O, Gfor Internet services.  It is essential that I hear the views of Canadians
on the issues that matter.  Prime Minister Harper and I have been clear
that we cannot support imposing a UBB business model on wholesale Internet
" P/ u8 U% z0 q# [0 |2 tservice providers.
                                               
Our government recognizes that the Internet and digital technologies are
9 l, j3 p/ s. Q" P2 I( Can increasingly important part of everyday life—including driving
" j5 A2 {# H; q3 n4 h4 b4 g) `innovation, commerce and social interaction. As the government develops
4 b5 I/ J& d4 J) S0 ^+ |Canada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
investment, increasing consumer choice, minimizing regulation and allowing
market forces to prevail.

9 ]1 X! R# {1 V- KThe Canadian Radio-television and Telecommunications Commission (CRTC) has
: u& J* b" f! a% b1 ~# e. Vchosen to examine these concerns that the government shares with a large
number of Canadians.  Details of the CRTC consultation are available at
www.crtc.gc.ca/eng/com100/2011/r110208.htm.

" v5 i! `' o% F& c* KWhen the CRTC reaches a final decision following its consultations, the
  z& R* e) g2 W5 R1 c, P! Zgovernment will carefully assess the CRTC position to ensure that it is in
: A8 _4 i1 _" P  a8 Mline with the best interests of Canadian consumers and encourages
( P$ y) A, @; Z+ D  @competition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
