International Student in USA with Chinese Passport wants to come to Canada for Visiting

' V9 k& Y% b' ]% wMy sister is studying in USA with student visa and Chinese passport, and she would like to visit me in Canada. Is it difficult to get a Canadian visa without being with 旅行团? It is much appreciated if anyone can let me know the processes.
