A hot water heater problem not electricity problem

Hi, I have a hot water heater problem and need opinions. Any comments or clues will be welcome
! C4 \/ t  U6 o+ n, XI tried to fix a leaking problem of hot water from the kitchen faucet. I shut off the inlet main water valve and the valve under the sink. As the water should be completely stopped at this moment. But when I removed the cartridge from the faucet the hot water still runing out of the faucet. Why did this happen and what is the possible cause?
% |; `3 B9 S1 V8 ~5 U9 E4 wIs there something wrong with the pressure in the hot water tank? Does anybody know how to relieve the pressure inside the tank?

1 @. ^' @8 z  R9 e/ a9 ~If you only want to release the pressure at  hot water tank , you can look at side of the tank and you can find out a valve, that is what you were looking for
