字面意思很简单，但就是不明白具体是什么，大汗。。。

Direct energy essential service 是否就是现在的 de-regulated

regulated:
    * You can remain on a regulated rate provided by Direct Energy Regulated Services – where your rate may go up and down due to supply and demand, weather changes and world events.
    * Or, you can choose an energy plan from an energy retailer, which may offer price stability by providing a fixed price for the length of your agreement.

这两个都可以浮动，也可以固定。貌似没有大的区别。
) y' B5 W. O& E" P+ l+ t不过regulated 提到了 energy retailer 也说可以remain regulated rate(浮动）， 而de-regualted是选择plan， 感觉这个分类搞得怪怪的，还是我没有看完，没有看到点子上，理解有问题，越发糊涂了。。。

好，大致上
Regulated = 管制。 也就是说，所有价格是经过某一机构审核后批准涨幅、跌幅价格。
以天然气为例

目前亚省天然气是经过 (Alberta Utilities Commission) AUC 批准的。

de-regulated 是指不需要经过审核的价格。 这个就是所谓目前几家公司向个人签署的天然气或电源供应，以合约价格订下一定的时间长短。 由于个别公司提供的产品有异，一些合约价格可以随着市场价格涨跌。
