regulated:
    * You can remain on a regulated rate provided by Direct Energy Regulated Services – where your rate may go up and down due to supply and demand, weather changes and world events.

de-regulated:

这两个都可以浮动，也可以固定。貌似没有大的区别。
5 S6 ]' Y+ Q6 @: Y不过regulated 提到了 energy retailer 也说可以remain regulated rate(浮动）， 而de-regualted是选择plan， 感觉这个分类搞得怪怪的，还是我没有看完，没有看到点子上，理解有问题，越发糊涂了。。。

' P* m! @! N6 J$ RRegulated = 管制。 也就是说，所有价格是经过某一机构审核后批准涨幅、跌幅价格。
以天然气为例
