我经常听别人这么说，不光是中国人，洋人也这么说

那么这个 ’s 是不是应该是 does 呢？

但似乎把 does 省略成 ’s 比较少见

把 does 省略成 's 不少见:
What's it like?
What's he eat?
What's she look like?

跟同事讨论了一下，也许是what is it means to be? 把后面的to be省掉了？不过也有老外同事说就是what does的缩写。

"What's" for "what does" is moderately common in spoken informal BrE, but not all speakers would use it. You would be more likely to hear it in a non-standard variety of British English, for instance.

说这是英式口语的缩写，不知然否

那可不是随便理解的事。mean做名词的时候只有中值的意思，意思的名词应该是meaning。
所以还应该是 What does that mean?
