In response to the economic uncertainty, the Fed made the unexpected move of approving a half-percentage point cut in its discount rate on loans to banks before trading began。The Fed decision sent the loonie surging 1.22 cents to 94.22 cents US -- after running as high as 94.74 cents US -- as the greenback weakened.

6 a. [; ? T; l1 A NToronto's S&P/TSX composite index was ahead 111.84 points to 12,960.54 after jumping almost 400 points -- still in positive territory for the year after a 200.06-point slide Thursday wiped out the TSX's gains for the year so far.

" k1 E$ F- I/ U# ^0 WThe Fed decision means the discount rate -- the interest rate that it charges to make direct loans to banks -- will be lowered to 5.75 per cent, down from 6.25 per cent.

"In many ways, when you deal with a sick person, cutting the discount rate is holding their hand; cutting the Fed funds rate is giving them medicine'' John Johnston, chief strategist at The Harbour Group at RBC Dominion securities, told The Canadian Press.
