JOB SUMMARY:  The Chief Returning Officer reports to the President of  1 m: o- W  v  w
the Students' Union and oversees all electoral logistics as per Bylaw  6 L/ d0 M0 g: g! p; m, D
2000.  The Chief Returning Officer shall be recommended to Students'  ' ~" _. H: l" @0 z7 ^8 M7 q. W
Council in the manner set out in the Council Administration Committee  % H2 ?. B, Y& Q7 @* V" A+ k# ?
Standing Orders by April 15 and serve from May 1 to April 30 of the  
4 Q" r2 p/ E9 e' {) ]" M5 z3 Qyear following their appointment.

DUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000
! X: U" f/ Y4 _0 [# S7 d7 r* a. F: [9 V* N: r( F: s0 A, U
2) To run referenda/plebiscites as per Bylaw 2000.
; n/ u1 x. G- {3 K) C7 _" w& F. Z8 @+ v& l+ U  W5 `
3) To choose the Deputy Returning Officer(s) and assign their duties.
0 _  ^- f$ l$ ]% p! t/ K) k3 w5 I! t. E! u! g
4) To organize polls during elections/referenda, including appointing  # R4 h- d3 G) L' [( \, a
adequate poll staff and situating polls at appropriate locations  
( G5 u! `( Q4 h. \3 l6 bacross campus, and advertising the poll locations.2 _  I/ P$ D) R) w
% {% B: ^1 K) p
5) To oversee the physical count of the ballots during elections/ 2 ^' X- S, z3 [  R
referenda.
4 K6 a8 N; K; i0 m. Q) K& @7 l
& \3 K+ L7 H" c% o6) To report the result of an election/referendum to the appropriate  $ x/ j& L* j$ L% K
parties.& H1 s$ x( x/ S. |

9 P5 G+ i& D- w% ^7) To facilitate classroom speaking arrangements during an election/ ' {* e6 P( Q5 l
referendum.- k0 ]0 F. g' W! j- }. \$ P* V- H

3 P* x! E& F! S0 }2 k5 ^% _# o# N To enforce budgetary regulations as stipulated in the Elections  
8 K" F. ^  t6 _5 K7 ~6 cBylaw 2000.- o, G# p! q, W
9 d  p7 N. k& q* o3 @4 O1 V3 a7 t
10) To be available to all parties during elections/referenda for a  % @# T0 q9 z  e3 U7 p% Y2 p
minimum of four (4) working hours a day, between Monday to Friday,  " D0 S$ |3 R" U( n0 Z; J# K: s" l
from the first working day after nominations close until the last day  
3 k! N% o% D/ z) M  [0 m# ~* }7 kof voting.  These hours are to be posted in advance.

11) To act as the arbitrator in any dispute which may arise during  
( U7 W$ l$ J( O' Tthe course of an election/referendum.7 Z+ K6 i" K+ r8 b* g5 T

12) To ensure that a cost effective and accurate ballot counting  
: T3 f9 r6 f6 D! ~% ]3 q) Sprocess is in place.

13) To submit to Students' Council, prior to April 30, a final report  , R  _/ x7 v0 }: }
of activities and recommendations./ q: ^/ _  P' z7 }+ @5 N

14) To organize a minimum of one (1) forum to be held during the week  ( k+ ]5 K3 P9 D6 v
of campaigning.  T7 d$ c" e# B8 f: X

, M+ O$ G+ M/ w# K! x' w15) Perform other job related duties as required by the Council  $ I& x! q0 X$ b9 n( l

QUALIFICATIONS:0 a1 y, Q( f1 ~1 n" r, R8 J

5 y" D8 V8 U+ E' ~* e, j+ p+ e% ?1) Must be an undergrad student registered in at least one (1) course  4 x8 k5 u' r4 i% X$ q' T2 \
for each of the terms of Winter Session and shall be a full Students'  $ _5 a2 ]/ a) `% k& W
Union member./ s3 [; G* }! D2 R; l
# g% j6 g% c5 D3 s% F
2) Must have some experience in student elections.9 m6 _- P) ?  ~. a5 `. f

6 g$ G6 t' h7 h8 t" J3) Shall not concurrently hold a position on Students' Council, or  ( U" {  R8 c% I+ ^8 z0 k# P: Y
any of its standing boards, committees, or any other paid position  6 x' c/ }4 w2 H: u! k8 J
with the Students' Union.
5 J: _- G" u& R( H5 n8 t. t* Z7 j5 N$ n6 R9 j* i
4) Willingness and ability to work varying hours.

* J, e, j, u! y: y) t" g5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  
2 x0 g+ E% ^, Bstaff, students and the general public.
