Except as otherwise permitted under this Act, a person shall
6 [/ s9 _4 e! C2 n$ fnot do any of the following:# _' G4 l7 [: i
(a) drive a motor vehicle on a highway unless the motor
3 B/ O" K: |% }! H$ j8 Rvehicle is an insured motor vehicle;
8 R4 x: s5 a6 n/ o. X(b) have a motor vehicle on a highway unless the motor
, H) X9 G4 F/ F) Y% U6 G b# ]vehicle is an insured motor vehicle;
2 f. z5 t, B, D7 L9 P& r: o V(c) where a person is the registered owner of a motor vehicle,
, j( S0 U; s" j- {$ m* B8 fpermit another person7 p& b! w; R1 Y$ I* E5 l# a1 v
(i) to drive the motor vehicle on a highway, or+ [: F& A1 m( S" v
(ii) to have the motor vehicle on a highway, [- E6 [ A+ y4 z
unless the motor vehicle is an insured motor vehicle;
6 d1 J& }, D2 ~(d) give or lend a financial
6 E0 d# R# O; X f+ Mresponsibility card or a copy of it; a! T" v& S; s' l
to a person not entitled to have that financial

If a person drives or has a motor vehicle on a highway
1 ?- n2 a Y2 j0 Y0 R0 w( l8 Dwithout the expressed or implied consent of the registered owner of5 \ C) p! S) o; c! K
the vehicle, that person is deemed for the purposes of subsection
6 U" N l. S/ b. ^! a& [2 s9 [5 ^(1)(a) or (b) to drive or have on a highway a motor vehicle that is9 _0 Z/ i+ A: A w/ s1 ~
not an insured motor vehicle.

4 N% f) u R' i: H1 V* m* ESubsection (1)(a) and (b) do not apply to a person to whom a
5 h2 z* U9 n2 h3 W% ~financial responsibility card has been issued pursuant to the

by an insurer who has issued an owner’s policy9 F( Q& {/ R8 z! J& h7 X

2 Y1 X# ^, ?( c% ?( bA person, other than a corporation, who contravenes subsection
+ N1 O7 {2 v8 V R$ \: p6 C5 @(1) or section 52(1)(h) or 167(8) is liable,/ t' C, B4 C7 ^1 p1 F% O6 d& j. m
(a) for the first contravention, to a fine of not less than $25000 E. R) [/ x* n) I8 v
and not more than $10 000 and in default of payment to

more than 6 months
