急问:怎样开热水器?water tank

刚买了个2008年的Duplex, 因长时间无人居住,原房东把水都关了,看房时以为是停水呢?后来在房产经纪人的帮助下,开了水,现在发现没热水, 打电话给以前住的房客, 以前的人说好好的.打给房东,联系不上.想请问高手,怎么办?
