who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
% w: k& ]8 N& Z3 u3 Z3 s( Z( ]•be found admissible to Canada; and
•meet certain other conditions
没有明确提到是给已经申请移民的人。
