Thank you for expressing your concerns regarding usage-based billing (UBB)) \( I: e# x* x. _' ]0 w5 b
for Internet services. It is essential that I hear the views of Canadians- V1 h5 e. `1 W& S6 z
on the issues that matter. Prime Minister Harper and I have been clear2 \! N; }' m+ F% z: ^! N
that we cannot support imposing a UBB business model on wholesale Internet0 O4 p% ^: b5 d1 E! A
service providers.# Q7 N3 U! Q# a7 T- M& J1 D
7 ^, J" L1 z7 e. ^9 i' p7 J
Our government recognizes that the Internet and digital technologies are
6 I2 h$ s- t: B4 u6 }7 [$ Lan increasingly important part of everyday life—including driving
" H8 M! K) h. r8 m3 pinnovation, commerce and social interaction. As the government develops) N7 `! {8 A$ W" n# B- ]1 Y4 f6 p
Canada’s first comprehensive Digital Economy Strategy, we need to look3 a: p3 @5 f- g# X
carefully at how issues like UBB affect the big picture. We will be7 C: M. b6 u+ A4 r" x; h
guided by our long-standing policies of encouraging competition and0 j9 p& r9 j3 R" r/ P
investment, increasing consumer choice, minimizing regulation and allowing
) i2 F9 u$ B* \4 L0 _market forces to prevail.

" Y s$ O9 H7 W D4 FThe Canadian Radio-television and Telecommunications Commission (CRTC) has8 F. x+ M# w& g% j
chosen to examine these concerns that the government shares with a large
- H& B7 ]# N$ Z6 T3 _number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the& o j+ X& {) P" e0 v0 t( [. r1 P: }! r
government will carefully assess the CRTC position to ensure that it is in
3 Q7 l- C! M' c- C$ H7 L1 Tline with the best interests of Canadian consumers and encourages/ b- Z8 C: I; N; B8 n X' a
competition among internet service providers. I will be recommending that
$ k9 D6 R$ y9 D+ N* Yany decision counter to these foundational principles be reversed.' q$ \; [) \# n2 v( n
