% w/ Z( y o( [+ t' l! G5 z& `! y* athat we cannot support imposing a UBB business model on wholesale Internet) P9 ~5 o d* f% a E

( Q3 H8 Q+ P- u7 Y8 {+ \" s: O" N/ H( {Our government recognizes that the Internet and digital technologies are
" m4 g+ ^3 K! |, U' B0 ^an increasingly important part of everyday life—including driving/ r: B4 S3 x; k( ]3 Y5 G7 y5 d, f
innovation, commerce and social interaction. As the government develops3 ?; T4 A3 i" H5 G
Canada’s first comprehensive Digital Economy Strategy, we need to look
# H, V5 |* ~5 _. d7 u3 Ccarefully at how issues like UBB affect the big picture. We will be
9 w2 u9 q+ k, l. s5 F7 y7 E) Aguided by our long-standing policies of encouraging competition and$ b* v6 B6 A) R% W1 c8 P
investment, increasing consumer choice, minimizing regulation and allowing
& |$ r, R5 b% T; l) Smarket forces to prevail. 1 `& x$ _1 c6 P" p( q' F
! j+ X3 V. M: P2 AThe Canadian Radio-television and Telecommunications Commission (CRTC) has" G H0 W- U# f8 g
chosen to examine these concerns that the government shares with a large% O5 `0 Z: F' V% i0 n+ l [

line with the best interests of Canadian consumers and encourages
- C4 c5 Q* F: ~4 r: k/ z- Ecompetition among internet service providers. I will be recommending that4 d! i5 N3 K3 l1 C/ P
any decision counter to these foundational principles be reversed.
