on the issues that matter. Prime Minister Harper and I have been clear: [& y: ~/ w$ x; w, t7 h$ @ Y
that we cannot support imposing a UBB business model on wholesale Internet4 A! s+ ~' X. @

Our government recognizes that the Internet and digital technologies are" d$ x4 J3 i, Y$ P0 A t5 W
an increasingly important part of everyday life—including driving
- t V, o6 Z( @7 L* L9 R$ dinnovation, commerce and social interaction. As the government develops
8 @- u3 T; n3 P; z. ^Canada’s first comprehensive Digital Economy Strategy, we need to look8 N. c2 L# N8 M# g8 N' ^, n' n5 e
carefully at how issues like UBB affect the big picture. We will be9 X+ {) k. ^$ o8 k$ H
guided by our long-standing policies of encouraging competition and
$ Z+ f* [! s' Ninvestment, increasing consumer choice, minimizing regulation and allowing
& H' ?6 k% q' y2 U2 [market forces to prevail. . O. Q4 d0 l! X) o% d- K" K
+ _+ p: l. b/ ^2 YThe Canadian Radio-television and Telecommunications Commission (CRTC) has
1 b7 g8 `# j" J. H0 v& P8 }* Wchosen to examine these concerns that the government shares with a large

When the CRTC reaches a final decision following its consultations, the! Q' K# n$ I1 O! u( i8 O. y ?
government will carefully assess the CRTC position to ensure that it is in4 y- \+ Q& E/ {$ X! ?1 o
line with the best interests of Canadian consumers and encourages
% l* o- h- r! r# w9 R9 w/ mcompetition among internet service providers. I will be recommending that
# K" P7 H- d& E1 Q2 ^any decision counter to these foundational principles be reversed.+ W! Q, S$ e: j3 i1 `
