lowest rate cell phone for just in case

Ever heard of Virgin mobile.
I personally have no big use for cell phone but a friend of mine told me I should have one on highway. Virgin cell offers 15 minutes that last three months.
4 L3 f  V, k2 E+ p6 ?Anybody used it or know how much is that 15 minutes?
