参加市政府举办的移民安置，安居研讨会的报告

今天上午由我代表ＥＭＩＳ参加了市政府举办的一个有关如何吸引移民，使移民能在爱城更好得安居乐业的研讨会。 该研讨会的英文名为：City's immigration and settlement/retention initiative workshop.  应邀参会的是爱城各社团，民间组织的代表。

7 E# ]6 W: [0 i4 y0 {3 \+ [市政府非常关心移民问题。 政府人员在会上介绍对比了爱城和Toronto， Vancouver， 和 Saskatoon 等在提供各种语言服务，信息，就业指导，就业机会，对移民, 多元文化的公众意识方面，人权，种族，公平，社会服务等的差异。爱城市政府表示了力图改进，向几个先进城市靠拢的意愿。 而后，参会代表分为五个小组对五个主要课题进行了讨论。这5个课题为：

What information is currently produced by whom and in what languages

what is the meaning of internship program?
what would the purpose of such a program be
Describe an intern program (length, time, remuneration, supervison)
what parts of the city's workforce might take part in mentorship

Topic 3--- Public Awareness

what would be the purposes of a social marketing program?

What role would the other governments and the private sector have in such a program?
How frequently would the program take place?


Topic 4--- honoring citizenship

How should individuals/groups be honoured (Certificates, event, etc.)

How many housing units, size and location would be needed and for what length of time?

因为事先没有组织的指示，我根据自己的意愿，参加了Topic 1－－information的讨论。我所在小组的讨论概况为： 目前政府部门提供的信息主要为英文和法文， 这给其他非英语国家的移民带来很多不便。 虽然在政府网站上的信息很全面，但不是每个人都有电脑和Internet设施，而且由于信息量太大，要找一个你想要的信息往往要花费很长时间。所以建议政府建立一个为移民设立的信息中心，并在这个中心下，到各个社区建立小的信息点。移民往往更乐意获得直接的，第一手的资料。各种信息资料应该有不同的语言版本。同时可以和爱城各种社团，民族团体，和不同语言的报纸和广播合作，宣传有用信息。大家一致认为对移民来说，医疗服务，教育，工作市场等几方面，信息严重不足。大家也对这些方面提了一些具体的加强措施，我这里就不一一列举了。

' q* D7 U1 q: ]! C6 R, d" h6 u我之所以在这里把5个Topic都列出来，是想集思广益。我的建议和想法很有限，何况每人只能参加一个Topic的讨论。但作为正真新移民的各位朋友们必定有很多你们自己亲历的想法和意见。如果有什么好的建议，请大家提出来。 我可以总结后发EMAIL给政府负责人。 希望在大家的建议下，中国移民，乃至来自其他各国的移民都能在爱城幸福快乐的生活。

又见炊烟

这个研讨会每季度开一次，一般在大学、市政大厅等处举办，今天选择在市中心图书馆举办实在不好，因为刚好赶上教师代表大会（TEACHERS’ CONVENTION），图书馆和市政府的地下以及附近停车场一早就爆满，很多人将车停在很远的地方走过来，非常不方便。

5 `* Z1 g# Q  `$ q( f5 g我今天参加的是第三小组的讨论，题目是“PUBLIC AWARENESS‘，主要讨论SOCIAL MARKETING PROGRAM的目的、具体定义、目标、评估、政府和私营部门在这个PROGRAM中的作用、活动时间长短和次数等。由于时间关系，每次研讨会只能分组就不同专题进行研讨，会上既没有时间总结，也没有时间让与会者参与其它不同小组的讨论，但每次研讨会结束后，组织者会将OUTCOME用电子邮件方式转发给与会者，到时候你可以转来这里发给大家看看。
