是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

3 u7 U6 G2 X; @1 d0 aDo not make a U-turn unless you can do it safely and without interfering with other traffic.
Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.
3 R" W9 I5 U; f1 T1 Y& z
+ k. a5 L0 j( y- C. CU-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
Where a sign prohibits making a U-turn.
At an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
