是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

2 w; B+ ]" O4 P6 c+ J$ eDo not make a U-turn unless you can do it safely and without interfering with other traffic.
& q6 z- t* U) ~3 s0 W  lOutside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

4 ]2 p# z3 w, u) {0 P% AU-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
Where a sign prohibits making a U-turn.
At an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
