Cover Letter上必须要写上给某某人的名字吗？如果没有，是否要打电话询问要应聘的公司？多谢！

Just say Dear Mr. or Ms.

If you send the letter to a specific person and know his/her name, please use his/her name, otherwise, just title as: Dear Sir/Mandam
