boom years, and mounting inventories in Calgary and Edmonton/ h+ F# M1 N. @: d$ R9 }; U
are cause for concern. Indeed, even over 1991 to; f, j9 j }# X
2001, housing starts in Alberta had already overshot household& u) E5 |6 \+ I3 s0 B
formation by 12%. With oil prices having subsided
' T( V5 T# J- U+ E9 ^8 Vfrom their fever pitch and expansion projects now on hold,
# P8 X8 p1 a1 v# ]2 \* U/ I6 tthe net inflow of migrants has slowed dramatically and6 |' J% t9 Z2 Y* u+ ^8 w
may even cease completely during 2009. The previous% K8 v) W/ U x
pace of homebuilding could not be sustained and slowed/ I: ]4 s, g; \& O# u2 J( }
precipitously during the fall. Alberta’s starts further declined
5 S5 K5 o, L" I0 s: _9 B2 Uto 13,100 units in February, 61% lower than a year
' ?" i* q4 F5 f7 Yprior. With Alberta’s economy set to contract by 2.5% this' ? P9 t$ c5 H2 J4 o, B* s
year in real terms and roughly 10% in nominal terms,5 h, N/ p! i* p" T1 l0 j
homebuilding has likely not yet bottomed. While around
$ w* [/ ]# X: _0 ?+ O30,000 new households will form in the province during( F6 H0 F2 N/ t5 U& N( a
2009, starts are likely to be nearer 14,000 units on the year.
+ N4 y' A0 g8 nEven accounting for the population inflows, the province’s
9 `: I' ^/ p& E/ A3 v1 |# Zhomebuilding overshot fundamentals by nearly 10%) ~0 N9 J$ Z5 k6 U' p
during the commodity boom. From 1991 to 2006, Alberta
; {7 c9 J2 \2 Jhas approximately 72,000 more housing starts than new$ r& q8 R% i( [' x/ y
households, and the estimated 13% overshoot of fundamentals' d" f w- g7 I' W: _
during 2002-2008 exhibits this excess. Now, plunging
, j. `9 }3 x% }, x, ^, P0 a( ?) @sales-to-new listings ratios and mounting unsold inventories
* ]8 w7 r. @2 r: {" Pclearly indicate that the present stock of homes is
1 N0 [! c- p3 N9 U1 i1 Mexcessive. As of February, Calgary had an overhang of; R" ~7 _% O0 |; U
1,133 unsold units (874 singles and 259 multiples) and a# s' u( B. M4 |0 s
sales-to-new listings ratio of 0.29, indicative of a definitive
- H2 E0 c5 B3 Q1 R( i2 r) d: \buyer’s market, having now fallen to its lowest value in* Z4 ^+ r5 L1 U7 v5 t, M
two decades. Similarly alarming is Edmonton’s surge in+ _" E# ~; u. o8 V; d3 n( U1 Y
unsold inventories. As of December, Edmonton had 1,747
8 H7 L3 y6 s" k! [unsold units (1,254 singles and 493 multiples) – its largest
1 O" p) c2 c% Q6 Yrecorded overhang ever – and conditions for sellers in the
& r: R$ M5 _8 T( _resale market have deteriorated sharply. In both of Alberta’s# V; ^4 |& ?" D
major cities, homebuilders have worrisome unsold inventories4 ^8 V/ Q3 a& @/ Y
of new singles, and, with demand having cooled
! j6 y, e8 b8 g: R- H1 k6 _5 ^* `! srapidly, resale markets already appear saturated.
3 u! Q: ?. i$ j% D t R( e7 pThe steep appreciation of house prices during Alberta’s
6 ~5 \6 [) a% {" gboom times now appears to have been far too optimistic.0 v0 m1 p5 [* _/ h, l
Although income growth was very strong, Albertan
/ n) V" [% K1 j- R; Xhousing during 2007 and 2008 was especially overpriced; h5 H3 x7 G$ S8 g9 Q! N. ?1 G0 c# y
relative to fundamentals. The quick climb of Albertan resale
) \" O$ ]! |$ n7 K L" w( kprices substantially eroded affordability and, even
- h4 R* k& N0 Cthough Albertans were Canada’s highest income earners
) F% }0 y b$ V6 hon average, the growth in household income was not sustainable.
) O' H7 V' B" H4 \The 9% year-over-year decline in Alberta’s average0 l/ I1 k1 x% J) J
resale price in February is evidence that past prices
5 |. s" Q1 b( h( Z8 y7 a$ e8 uexceeded fundamentals. Those inflated prices drove
/ {: x1 J; p5 hhomebuilding in excess of fundamentals. Given Albertans’4 p% T" U% e9 b
deteriorating incomes and the overhangs of unsold inventories,
; p7 k/ j1 G$ {, KAlberta’s resale prices probably have another 20%
/ R. U9 |# h) m) qleg down over 2009.* A6 q' n7 C+ f! d+ c2 F6 m1 q; N
