Wild Rose country was overbuilt substantially during its5 m3 R2 K, c5 p" l; B0 a; `8 R& Z
boom years, and mounting inventories in Calgary and Edmonton( `$ q w1 q4 X; Q( g! l' R
are cause for concern. Indeed, even over 1991 to
. d* P7 D& `! R: g2 K r2001, housing starts in Alberta had already overshot household- e _) G0 D) C. e
formation by 12%. With oil prices having subsided
& m% S" b4 ^( ~0 V8 _3 J; _9 a, pfrom their fever pitch and expansion projects now on hold,$ W6 g. M( W" s/ _; K& r( F1 Y9 j
the net inflow of migrants has slowed dramatically and, Y! z. |& {% o+ f) t
may even cease completely during 2009. The previous
8 G7 S9 q* @* dpace of homebuilding could not be sustained and slowed
* q% d9 Y+ r3 [precipitously during the fall. Alberta’s starts further declined( H: `5 F/ s/ n: j1 h0 G
to 13,100 units in February, 61% lower than a year
$ @' X: W7 w# |' fprior. With Alberta’s economy set to contract by 2.5% this: T3 L6 I O; U8 M& z q! L6 b4 q
year in real terms and roughly 10% in nominal terms,
) I- U' i) v; v Rhomebuilding has likely not yet bottomed. While around
/ V$ ?4 P/ k; N+ w* ^3 r30,000 new households will form in the province during( n' r$ H3 t: j; h, p( x$ Q" a
2009, starts are likely to be nearer 14,000 units on the year.
$ C9 x9 U4 Y! `% S. n. REven accounting for the population inflows, the province’s
7 _# u# X1 X5 W7 `homebuilding overshot fundamentals by nearly 10%
- V. r1 S: h U( Q% D6 r! ?* Rduring the commodity boom. From 1991 to 2006, Alberta
v' R4 j$ B' y5 V6 |0 C0 ~' _; bhas approximately 72,000 more housing starts than new7 A4 v( ~% G/ w' f: X; a
households, and the estimated 13% overshoot of fundamentals/ p! p! `# G1 O9 T3 x: N1 J- q
during 2002-2008 exhibits this excess. Now, plunging0 x1 R& S! V+ B0 O
sales-to-new listings ratios and mounting unsold inventories
8 ]* ]$ S' c; Aclearly indicate that the present stock of homes is+ z& Z. i0 W, _! n7 i
excessive. As of February, Calgary had an overhang of5 M" k% x1 ?$ ]7 T
1,133 unsold units (874 singles and 259 multiples) and a
- a( K$ b/ o' osales-to-new listings ratio of 0.29, indicative of a definitive
$ x) V' _6 n* |7 G v2 Z4 P: Wbuyer’s market, having now fallen to its lowest value in
) g1 S+ c0 m5 ^: {# Ytwo decades. Similarly alarming is Edmonton’s surge in, R. f. |8 g% B/ c- X! r* N
unsold inventories. As of December, Edmonton had 1,747
8 z' `# M" F+ \0 ?# T& P) punsold units (1,254 singles and 493 multiples) – its largest
1 H4 }# I9 l: a6 j, A+ F4 U( [recorded overhang ever – and conditions for sellers in the$ R) y( N8 V Q# G6 @
resale market have deteriorated sharply. In both of Alberta’s
3 V' g" f, k' V- g! c2 X/ A3 Lmajor cities, homebuilders have worrisome unsold inventories; o/ p" r) F! F9 J$ e7 I1 J
of new singles, and, with demand having cooled
i7 }: A4 m" V3 yrapidly, resale markets already appear saturated. F" f1 |' e8 A$ s, P" C2 E! j
The steep appreciation of house prices during Alberta’s
( o c& E! c, {% P# wboom times now appears to have been far too optimistic.9 Q+ N% X4 g! W" w/ z1 i$ g
Although income growth was very strong, Albertan3 K- s1 R. n* y
housing during 2007 and 2008 was especially overpriced6 v( |6 R! k* h; n5 K- h0 D
relative to fundamentals. The quick climb of Albertan resale
+ d5 {' `5 h) j5 x$ Mprices substantially eroded affordability and, even5 v: U% s2 k9 k$ }4 G+ M
though Albertans were Canada’s highest income earners ` F/ v8 [1 Z5 i! l% r) S
on average, the growth in household income was not sustainable.
9 ]' {/ Q- l. Z/ L0 ~- s5 T; Y: UThe 9% year-over-year decline in Alberta’s average, y1 f9 Y. X# K! r( b4 U$ f
resale price in February is evidence that past prices
2 e2 v* M! G. g" J' ]exceeded fundamentals. Those inflated prices drove
; ?5 {5 [1 |1 t5 d0 Bhomebuilding in excess of fundamentals. Given Albertans’ g6 m( O: U4 e$ e+ s1 F, F1 v5 y
deteriorating incomes and the overhangs of unsold inventories,) n2 y6 ?7 q, ]' V+ j/ s
Alberta’s resale prices probably have another 20%! f& z/ g2 O0 j/ y
leg down over 2009.0 N0 E! q4 P7 W+ E" }
