Wild Rose country was overbuilt substantially during its

( V3 a- c l, {- `8 dare cause for concern. Indeed, even over 1991 to
! s% H. F- Q4 ~7 C% _2001, housing starts in Alberta had already overshot household9 v, {! x N: q8 Y% c
formation by 12%. With oil prices having subsided6 k% B |$ J( a/ i; d; Z$ o
from their fever pitch and expansion projects now on hold,# ^ C; ]: S* I
the net inflow of migrants has slowed dramatically and
% b/ N% \1 Z" }8 X7 imay even cease completely during 2009. The previous4 M. A; B% ^: s8 ?" U1 y
pace of homebuilding could not be sustained and slowed
4 k9 O5 Y- A1 q& c; P5 j6 }2 n3 Rprecipitously during the fall. Alberta’s starts further declined. ?% \. [8 X3 R8 V* Z
to 13,100 units in February, 61% lower than a year- c3 A( i- P! T- j: v: E
prior. With Alberta’s economy set to contract by 2.5% this
- _( V' s" F J i/ jyear in real terms and roughly 10% in nominal terms,
! t; N" M% E! ^/ b; I* ?6 ~0 b, hhomebuilding has likely not yet bottomed. While around/ e, j- A% @: L' ]# ~
30,000 new households will form in the province during( O! D. b g& u+ d# R9 R c2 x
2009, starts are likely to be nearer 14,000 units on the year.
! E" V; B! f; g- LEven accounting for the population inflows, the province’s* @8 v$ D* N/ T |( d _! N
homebuilding overshot fundamentals by nearly 10%3 s; N, g% B8 y, f8 N& |% }4 @$ B @
during the commodity boom. From 1991 to 2006, Alberta
# ^: S7 d) F8 h2 n% f) Chas approximately 72,000 more housing starts than new# b4 ?1 X8 m. D- `9 K9 i' l
households, and the estimated 13% overshoot of fundamentals* [ B: p" w: z# h- |# k/ i
during 2002-2008 exhibits this excess. Now, plunging$ N X& F% o; e3 ]. _2 r
sales-to-new listings ratios and mounting unsold inventories- o( u8 x1 e# }
clearly indicate that the present stock of homes is
" e) T' ?! c. h# K7 L& lexcessive. As of February, Calgary had an overhang of
6 n- ^% z( e0 Z( d1,133 unsold units (874 singles and 259 multiples) and a
3 c% X& j7 K% c/ }; V' j9 Tsales-to-new listings ratio of 0.29, indicative of a definitive
( p' N O2 I* Z, Hbuyer’s market, having now fallen to its lowest value in' Y& K r$ ]5 r% W9 `
two decades. Similarly alarming is Edmonton’s surge in! y/ S* D5 I. o. q
unsold inventories. As of December, Edmonton had 1,747
$ B* M- O: z4 @3 P) w/ vunsold units (1,254 singles and 493 multiples) – its largest! n6 h7 p% s8 b( t
recorded overhang ever – and conditions for sellers in the
( P. n- o8 w7 K4 Nresale market have deteriorated sharply. In both of Alberta’s" B2 u# h: ?' J: P' U. k- {, h
major cities, homebuilders have worrisome unsold inventories
( `- v1 `5 ^) e6 i; Rof new singles, and, with demand having cooled
* A; n1 j$ ?! d- \* v7 Trapidly, resale markets already appear saturated.% \) Y3 g5 a7 e
The steep appreciation of house prices during Alberta’s
0 D6 W: k& }& T( Cboom times now appears to have been far too optimistic.
6 ~$ L* K. Z6 e! n! AAlthough income growth was very strong, Albertan
: y% C* g U+ q5 D5 ehousing during 2007 and 2008 was especially overpriced
( H; l, J3 w0 Q1 g+ Q6 {relative to fundamentals. The quick climb of Albertan resale# L% J* R" h$ c) `) L! R
prices substantially eroded affordability and, even) g0 `3 E, S, o2 t5 X" H: J: k
though Albertans were Canada’s highest income earners6 B ~( k, x2 L/ H
on average, the growth in household income was not sustainable.$ D' V, X5 M1 d; f4 E! h. X
The 9% year-over-year decline in Alberta’s average
7 Q* U7 C3 h$ E0 [resale price in February is evidence that past prices
, U- j$ Y6 y& u+ `exceeded fundamentals. Those inflated prices drove
x. W) l) S$ ^' t: F3 {1 [9 M. }! mhomebuilding in excess of fundamentals. Given Albertans’5 ~% e2 \! Y: H- f. Q
deteriorating incomes and the overhangs of unsold inventories,/ m" |! l$ X% s
Alberta’s resale prices probably have another 20%
7 b# e- J' h" C; G" O9 P& Nleg down over 2009.
