2001, housing starts in Alberta had already overshot household" Y/ T2 q- `2 _6 \5 w. o
formation by 12%. With oil prices having subsided* K4 h4 h4 |2 m3 f
from their fever pitch and expansion projects now on hold,
& b& h( `, @7 ~ F* T4 z$ }) bthe net inflow of migrants has slowed dramatically and' w: ]) d5 A, h& @
may even cease completely during 2009. The previous% e- n) `6 c ?/ L0 `5 ?) \( a d4 `
pace of homebuilding could not be sustained and slowed
9 S) y) E" G% \ x9 ^precipitously during the fall. Alberta’s starts further declined
" X; h0 ]5 r! R9 P$ Q3 t# Eto 13,100 units in February, 61% lower than a year) w: U+ Y) t5 C! P6 p
prior. With Alberta’s economy set to contract by 2.5% this& P! V4 E+ r5 ]. {+ V+ L" f; B
year in real terms and roughly 10% in nominal terms,
4 I4 a! o ?2 n2 L7 |homebuilding has likely not yet bottomed. While around
+ h. t7 L% e* e* n( l. h' t30,000 new households will form in the province during: P2 N7 a& p) N4 i
2009, starts are likely to be nearer 14,000 units on the year.0 f4 l( |* Z1 O$ F, W
Even accounting for the population inflows, the province’s5 m% P5 _: r$ T! U+ _- [1 ~" }( P
homebuilding overshot fundamentals by nearly 10%' K% A# V3 e5 v: x3 Y" p
during the commodity boom. From 1991 to 2006, Alberta5 w9 W0 Q* ~) \1 h, o
has approximately 72,000 more housing starts than new
# C* f% U1 ~6 H; g6 S' {5 _. m1 g8 \households, and the estimated 13% overshoot of fundamentals& M. e9 j5 C: p! M
during 2002-2008 exhibits this excess. Now, plunging4 V- I! ^1 n2 Z( f' D% D
sales-to-new listings ratios and mounting unsold inventories$ v z. [/ d6 k* C( f! v* ?8 V
clearly indicate that the present stock of homes is
( A6 o9 R G# ]9 X" _' Fexcessive. As of February, Calgary had an overhang of2 K; u3 H" P i$ ~3 [- m
1,133 unsold units (874 singles and 259 multiples) and a5 P/ n& n) s- ?/ Q8 R2 ?
sales-to-new listings ratio of 0.29, indicative of a definitive( G4 Q0 E; Z( I) a7 c
buyer’s market, having now fallen to its lowest value in
" b a4 a6 W' `- T7 h8 Z( m- ^' itwo decades. Similarly alarming is Edmonton’s surge in
' Q2 u8 Y. o( s* P, c! c* _unsold inventories. As of December, Edmonton had 1,7479 q% F/ f$ N; F* ]0 s0 F
unsold units (1,254 singles and 493 multiples) – its largest
; z3 O" |! ?9 ~7 f) _# Wrecorded overhang ever – and conditions for sellers in the
+ M2 H/ \3 y% D# j0 Cresale market have deteriorated sharply. In both of Alberta’s/ I9 X. q c. v3 [
major cities, homebuilders have worrisome unsold inventories
" `1 j3 T& N5 E- Q/ oof new singles, and, with demand having cooled1 W) k! W0 a7 N; T6 n; T
rapidly, resale markets already appear saturated.! A& v. `3 {: m
The steep appreciation of house prices during Alberta’s
+ k, [" B/ g, M1 {+ Y/ {( ~6 c& eboom times now appears to have been far too optimistic.
, _/ m+ `; F U6 F# dAlthough income growth was very strong, Albertan: i! U3 d- n/ S! Z( f7 D& H
housing during 2007 and 2008 was especially overpriced
O9 n2 F- k& d# xrelative to fundamentals. The quick climb of Albertan resale& i9 Q) D9 Y7 w4 F6 |& I3 M0 t5 ~
prices substantially eroded affordability and, even! S! D" O& I8 K) b9 N
though Albertans were Canada’s highest income earners/ u$ ]$ | D4 B7 ~5 L8 U% v$ K
on average, the growth in household income was not sustainable.6 B- H ^6 q: @: o( l
The 9% year-over-year decline in Alberta’s average: l$ \) b4 Z O4 v: Y* E
resale price in February is evidence that past prices
) y. O% J) b5 D. K4 p/ |& D, yexceeded fundamentals. Those inflated prices drove3 ]; v1 a$ u/ S( d. n" k
homebuilding in excess of fundamentals. Given Albertans’/ k$ m/ |5 _+ w$ L8 O! ]# C$ j! R$ k
deteriorating incomes and the overhangs of unsold inventories,
) O2 Z6 L: b' P' Z+ Q1 ~Alberta’s resale prices probably have another 20%
