boom years, and mounting inventories in Calgary and Edmonton$ a; c0 {7 }% L" d
are cause for concern. Indeed, even over 1991 to
3 U& B0 ?; Q7 w8 O2001, housing starts in Alberta had already overshot household u/ y! E ~) M9 ]
formation by 12%. With oil prices having subsided: m' y) A+ L- S7 R
from their fever pitch and expansion projects now on hold,
# M5 \. d( B' J! w9 B: A) }. ythe net inflow of migrants has slowed dramatically and& r- l ?+ P' w* J
may even cease completely during 2009. The previous
7 Y3 Q M) z% |$ z% Ipace of homebuilding could not be sustained and slowed- j" Z/ ~' Z0 L0 u- s
precipitously during the fall. Alberta’s starts further declined
+ h7 t& d6 `) g1 \7 T, eto 13,100 units in February, 61% lower than a year- J1 I. o3 b, ? @' j
prior. With Alberta’s economy set to contract by 2.5% this* N! s* b7 L- L, _
year in real terms and roughly 10% in nominal terms,
, G. E# w4 O5 C: l$ I* `+ ^0 phomebuilding has likely not yet bottomed. While around
. O. ^8 L% n' _6 C( x/ D' ~5 ?3 v30,000 new households will form in the province during* J( H& M9 b4 S6 Y
2009, starts are likely to be nearer 14,000 units on the year.
' T& P- l! ]9 `+ T) J$ L) Y! XEven accounting for the population inflows, the province’s
, N' B% p! P/ b9 f5 {4 ~homebuilding overshot fundamentals by nearly 10%
+ G5 p8 I+ s7 A2 lduring the commodity boom. From 1991 to 2006, Alberta
" w5 d0 v" C# ~: _- v3 ^* A i5 |' ^has approximately 72,000 more housing starts than new
4 p0 d' L! N# R5 G9 Jhouseholds, and the estimated 13% overshoot of fundamentals
6 a6 `2 f& a: O mduring 2002-2008 exhibits this excess. Now, plunging# V1 h$ x% F* P
sales-to-new listings ratios and mounting unsold inventories
' ]' c5 Z' O0 b- Nclearly indicate that the present stock of homes is
7 S- Y( f' C% b$ x1 P4 |- L7 uexcessive. As of February, Calgary had an overhang of
t4 ]! @2 V7 I1,133 unsold units (874 singles and 259 multiples) and a, |; P5 K* y9 B7 G, d
sales-to-new listings ratio of 0.29, indicative of a definitive/ ^- \7 Y" }0 o, r. d8 q
buyer’s market, having now fallen to its lowest value in6 m) q6 \% a- j: U' ~
two decades. Similarly alarming is Edmonton’s surge in; ]; Z2 T4 I% |: w
unsold inventories. As of December, Edmonton had 1,747
$ R( y$ i" l1 o1 X/ Funsold units (1,254 singles and 493 multiples) – its largest9 e8 |4 z5 C5 A/ U! {1 X: e
recorded overhang ever – and conditions for sellers in the4 v' ?) k0 \7 L4 O
resale market have deteriorated sharply. In both of Alberta’s
2 ], c: z g7 q+ O- m- }+ L8 o* Zmajor cities, homebuilders have worrisome unsold inventories6 s* l3 f6 e2 G
of new singles, and, with demand having cooled
~: {! `2 @3 M; {0 @: erapidly, resale markets already appear saturated.
+ k" v. j- M! k$ T) x. ^( |. n: aThe steep appreciation of house prices during Alberta’s
$ m, h5 q! f, U+ h2 x1 }boom times now appears to have been far too optimistic.
/ T) Z* m( y. F2 y, s2 AAlthough income growth was very strong, Albertan
& A _1 {) S# a$ j/ D( uhousing during 2007 and 2008 was especially overpriced
# o. v5 y# F. f6 X# brelative to fundamentals. The quick climb of Albertan resale
/ R" J+ P2 a. D# w& Y7 C- nprices substantially eroded affordability and, even
7 s* d- s! E% V, G) M: E1 \though Albertans were Canada’s highest income earners* ?# h) r: Y/ S' g4 ~ o8 }4 B$ X2 V: E
on average, the growth in household income was not sustainable.
: d a) h' C. n, fThe 9% year-over-year decline in Alberta’s average: ?4 B4 e& ~8 ^+ Q- A% S6 s4 t' F
resale price in February is evidence that past prices& x7 D- ?% d. k) b5 |" d
exceeded fundamentals. Those inflated prices drove
' x; b* o0 b& n& A/ Ahomebuilding in excess of fundamentals. Given Albertans’
- J: x6 `$ Z- v9 udeteriorating incomes and the overhangs of unsold inventories,
8 N4 z% Z7 y2 L1 D; IAlberta’s resale prices probably have another 20%; x0 E3 s& L9 p2 S( e/ M% u6 a
leg down over 2009.
