Wild Rose country was overbuilt substantially during its

are cause for concern. Indeed, even over 1991 to
; |2 E) y( n( K! q' {# j( e- G1 B( F2001, housing starts in Alberta had already overshot household
; U3 S: L3 G( F: `- |$ O! Sformation by 12%. With oil prices having subsided
: u( T4 z d: Afrom their fever pitch and expansion projects now on hold,& c& O1 H) E5 ~* [0 C6 ], r
the net inflow of migrants has slowed dramatically and9 S, ?3 e# d# H" t/ E
may even cease completely during 2009. The previous9 g9 c+ C0 p& V. t* C* n
pace of homebuilding could not be sustained and slowed
& o; i7 a" \; Bprecipitously during the fall. Alberta’s starts further declined
$ F# B( r. P+ ~) C; ?, S4 uto 13,100 units in February, 61% lower than a year5 D" i8 @+ d4 R
prior. With Alberta’s economy set to contract by 2.5% this/ ~4 U/ P! z- v& |, M5 @1 T/ k
year in real terms and roughly 10% in nominal terms,
) x* ^$ r1 b* a8 V/ b: lhomebuilding has likely not yet bottomed. While around
7 s) `9 B/ N- K4 P: ]30,000 new households will form in the province during$ y1 Q$ J* N- v& _, ^
2009, starts are likely to be nearer 14,000 units on the year.; L; F& m% @6 @, ~
Even accounting for the population inflows, the province’s
2 h8 L" G, K8 Ghomebuilding overshot fundamentals by nearly 10%/ Q- D* _( Q$ R* X: M6 ^& |
during the commodity boom. From 1991 to 2006, Alberta/ K. h5 ?, x8 ?
has approximately 72,000 more housing starts than new
( O( k c9 l9 v* A: H3 Vhouseholds, and the estimated 13% overshoot of fundamentals* t8 e* f# M* t# S+ e f" B
during 2002-2008 exhibits this excess. Now, plunging6 r! \$ Z5 Y7 s, W4 Z5 m1 p& m" |
sales-to-new listings ratios and mounting unsold inventories
4 v: d1 d1 n5 e- bclearly indicate that the present stock of homes is8 t) D0 h# c2 V
excessive. As of February, Calgary had an overhang of
2 {' d4 z! T2 Y& y p- I1,133 unsold units (874 singles and 259 multiples) and a
5 Y" C5 s' \, D* A/ [9 |. l: _$ Q9 V3 zsales-to-new listings ratio of 0.29, indicative of a definitive7 P3 y6 B& `0 G/ c+ h7 d7 f- G
buyer’s market, having now fallen to its lowest value in
7 T8 |$ D- j, R) n! u0 L5 u/ _3 Wtwo decades. Similarly alarming is Edmonton’s surge in
Q1 d% C& r) A' i6 Hunsold inventories. As of December, Edmonton had 1,747
" P1 ?, C( ?- vunsold units (1,254 singles and 493 multiples) – its largest
0 K4 n; v6 l% W6 ^recorded overhang ever – and conditions for sellers in the: w8 o; m4 P+ }5 @) m9 _4 o$ x
resale market have deteriorated sharply. In both of Alberta’s
- [2 r/ L" U ?- |) b! }major cities, homebuilders have worrisome unsold inventories
6 V H. v- R1 yof new singles, and, with demand having cooled c, E) d/ G: Y' ]$ s
rapidly, resale markets already appear saturated.; z, _% c* Z3 _: }2 C
The steep appreciation of house prices during Alberta’s
$ X$ x$ s6 W9 g6 l+ L6 iboom times now appears to have been far too optimistic.
3 H5 H) L, C( n @, R f, xAlthough income growth was very strong, Albertan
. T9 J1 a& @7 A4 e& N/ Dhousing during 2007 and 2008 was especially overpriced7 t' ]" ?. o8 H7 g$ k/ X: J& O
relative to fundamentals. The quick climb of Albertan resale
# b/ A& {+ ^+ d. Iprices substantially eroded affordability and, even
/ T G* Z7 Y, X4 o6 T5 C% ^; _though Albertans were Canada’s highest income earners
3 ?4 I* G* H. S& ?( Von average, the growth in household income was not sustainable.5 b# t9 \/ V3 j6 v
The 9% year-over-year decline in Alberta’s average* X8 B2 x: s0 Q: x! }! i
resale price in February is evidence that past prices7 ~: x9 l1 l' [. C' [# G- C) W* e
exceeded fundamentals. Those inflated prices drove
0 O# C6 |, }) z9 @homebuilding in excess of fundamentals. Given Albertans’- S! `/ Z1 u* u- A* G% a
deteriorating incomes and the overhangs of unsold inventories,
* F0 b2 }) y) L1 A0 hAlberta’s resale prices probably have another 20%+ N6 r0 l2 V* e+ n( z+ ?4 F% B
leg down over 2009.& C ^3 Y U0 e, t. I# o5 b
