: a! a: L5 K' R7 k* J8 Aformation by 12%. With oil prices having subsided. h' s7 F0 x4 m- B0 v- P
from their fever pitch and expansion projects now on hold,- j( a8 M5 t0 i: V3 j0 m r7 s
the net inflow of migrants has slowed dramatically and2 h; a2 R9 L$ {' _8 r9 n
may even cease completely during 2009. The previous
, \; W1 l4 L# C1 f" _' a E1 cpace of homebuilding could not be sustained and slowed3 B, Y, {9 a9 v5 o" @( |. i
precipitously during the fall. Alberta’s starts further declined
; A! P+ Q) u6 G4 k/ S# ?to 13,100 units in February, 61% lower than a year6 i1 e/ [+ _; d
prior. With Alberta’s economy set to contract by 2.5% this( s, d0 Z1 _, ~( U6 m% _
year in real terms and roughly 10% in nominal terms,
! I( L9 I8 m0 q, \1 g6 s5 Lhomebuilding has likely not yet bottomed. While around& P9 D/ G. s- h+ J. U
30,000 new households will form in the province during
8 E: j0 v& { Y0 n/ n- K2009, starts are likely to be nearer 14,000 units on the year.
! k8 [* n; Q; y; M- C0 BEven accounting for the population inflows, the province’s
. E4 U: u% ]7 b Shomebuilding overshot fundamentals by nearly 10%
! W/ v( n9 S$ r7 _/ [* vduring the commodity boom. From 1991 to 2006, Alberta: X) l! ~; M1 h1 m# n) E- J
has approximately 72,000 more housing starts than new1 S. s) U# k N) ~
households, and the estimated 13% overshoot of fundamentals; H* _2 U6 R2 o- |3 A4 F E
during 2002-2008 exhibits this excess. Now, plunging6 ?9 X. t6 f6 ?$ {- U/ Y, D7 M
sales-to-new listings ratios and mounting unsold inventories
- A) N. c; ?1 N$ s& I, v% oclearly indicate that the present stock of homes is
8 |" R. X; [+ y" D; s$ K$ Aexcessive. As of February, Calgary had an overhang of+ M9 K$ k; P- C2 ?, _
1,133 unsold units (874 singles and 259 multiples) and a$ m8 _0 U! o) m. u; J% m
sales-to-new listings ratio of 0.29, indicative of a definitive
+ t/ i0 d. u* O9 `7 {buyer’s market, having now fallen to its lowest value in
C4 |" Z0 }( Z+ ztwo decades. Similarly alarming is Edmonton’s surge in7 N1 b" g8 ?; J2 u1 n
unsold inventories. As of December, Edmonton had 1,7479 E6 c8 e1 n, l% Z! c. B7 R
unsold units (1,254 singles and 493 multiples) – its largest( e8 J! B/ h* ?
recorded overhang ever – and conditions for sellers in the
# ^- F, e* w0 l0 Lresale market have deteriorated sharply. In both of Alberta’s
l& X9 P9 l% `major cities, homebuilders have worrisome unsold inventories. k: V& Q3 C4 w! p; b
of new singles, and, with demand having cooled0 n, y. v6 v8 ]* h9 a5 e
rapidly, resale markets already appear saturated.+ G# I& L/ J+ q
The steep appreciation of house prices during Alberta’s
6 F1 b! c& F* l) _9 @4 V" Oboom times now appears to have been far too optimistic.
, T% x* @* g: }Although income growth was very strong, Albertan
$ |, v% `/ d S/ h- x& _housing during 2007 and 2008 was especially overpriced
* J- l: Y/ w* B) q% B7 R% `relative to fundamentals. The quick climb of Albertan resale7 y" \4 i9 j0 t" S
prices substantially eroded affordability and, even
~' J- w+ a' C- Z' H$ L# S( h1 Othough Albertans were Canada’s highest income earners3 r7 P% q! N F0 n* q
on average, the growth in household income was not sustainable.
3 a4 e1 N' Q3 \, y1 ?% s7 eThe 9% year-over-year decline in Alberta’s average
E- P: N+ C3 T' Z* T# r( q5 W/ bresale price in February is evidence that past prices
2 |6 q5 C8 f( eexceeded fundamentals. Those inflated prices drove
% w" \3 l6 l. R& q# W$ ?homebuilding in excess of fundamentals. Given Albertans’, s. q5 ^: @# ]
deteriorating incomes and the overhangs of unsold inventories,) A) k" ~) e: E5 s
Alberta’s resale prices probably have another 20%
