Wild Rose country was overbuilt substantially during its

; `/ h% K q: Q& l9 s) Y6 t: c" Z2001, housing starts in Alberta had already overshot household
; a0 \* W3 N, S1 ~+ M9 H% Kformation by 12%. With oil prices having subsided% ~9 V6 |6 \0 B. z' u* g# u
from their fever pitch and expansion projects now on hold,
2 j' L, W2 ^; n6 m i0 ]4 R) l3 y; nthe net inflow of migrants has slowed dramatically and+ `* n$ t- t# x
may even cease completely during 2009. The previous: @, T; C; ~! s: r% S
pace of homebuilding could not be sustained and slowed
$ @' Y. Y/ ^, |5 u; Uprecipitously during the fall. Alberta’s starts further declined) {3 P# F0 J; K+ k+ K0 l5 D
to 13,100 units in February, 61% lower than a year
' ^: I0 G7 R3 s. p4 `prior. With Alberta’s economy set to contract by 2.5% this
2 T( U# H R5 q9 I& Tyear in real terms and roughly 10% in nominal terms,
8 K. o8 @& `9 p4 B) A8 Q- n6 ghomebuilding has likely not yet bottomed. While around, i. t- {7 ]. U
30,000 new households will form in the province during+ ?0 z% a. ]* T, G9 M
2009, starts are likely to be nearer 14,000 units on the year.
?1 O- f$ k; K/ O lEven accounting for the population inflows, the province’s
' [" U0 \, ~8 z% A1 {: `8 _homebuilding overshot fundamentals by nearly 10%
) U6 m& b6 i/ j" \! ?5 `2 k0 Xduring the commodity boom. From 1991 to 2006, Alberta3 V7 p* q1 g, r7 P
has approximately 72,000 more housing starts than new
* ^2 a0 F; u2 q/ x- Y& P& r f+ yhouseholds, and the estimated 13% overshoot of fundamentals
% R1 ^: C; r6 J7 \& }during 2002-2008 exhibits this excess. Now, plunging
1 T$ J- J& C7 V, K; Usales-to-new listings ratios and mounting unsold inventories
0 b7 ]0 L+ i' K4 g" C% i6 Cclearly indicate that the present stock of homes is
1 c: l5 t8 K( U+ I3 _, G6 D- p/ vexcessive. As of February, Calgary had an overhang of7 I( y* [: B: q
1,133 unsold units (874 singles and 259 multiples) and a
- j" Z' ~8 Z) f dsales-to-new listings ratio of 0.29, indicative of a definitive1 S2 I: L4 Q9 W7 F- w5 k
buyer’s market, having now fallen to its lowest value in
5 @8 G# s4 z! Z2 ktwo decades. Similarly alarming is Edmonton’s surge in
2 ? o1 V; B7 S' u; z7 E/ Runsold inventories. As of December, Edmonton had 1,747) f G: G! J; J9 W) o, ?) `; z
unsold units (1,254 singles and 493 multiples) – its largest \3 l) L( }4 y9 P, C6 C
recorded overhang ever – and conditions for sellers in the V4 \ g- k9 G8 ?
resale market have deteriorated sharply. In both of Alberta’s
( N, Q7 C- c# C& k* b- U- \- zmajor cities, homebuilders have worrisome unsold inventories2 Y; o' T- R! q7 c T6 ?% c& C
of new singles, and, with demand having cooled
2 t8 o7 f# r& _, p6 B# t% Jrapidly, resale markets already appear saturated.
& s- r* S0 R6 L+ x3 H3 D: }/ _& \The steep appreciation of house prices during Alberta’s
& C. r% v3 I- v7 Vboom times now appears to have been far too optimistic.
* ]9 S! z- c [1 @ uAlthough income growth was very strong, Albertan3 d6 l3 r. L+ ?* K# ?" E
housing during 2007 and 2008 was especially overpriced
7 l0 `: z( P8 C2 W/ i. y) wrelative to fundamentals. The quick climb of Albertan resale
% X; V6 w( U) p+ Rprices substantially eroded affordability and, even
0 b4 t8 I% U7 G1 y, ?# D) K, Jthough Albertans were Canada’s highest income earners1 G9 z' _- }6 H8 L: M
on average, the growth in household income was not sustainable.
% X/ q9 Q, u* V, d+ n3 H# p; M) LThe 9% year-over-year decline in Alberta’s average
6 u% P. n4 Y1 o; Z4 cresale price in February is evidence that past prices2 A: W1 J+ M4 j4 O4 y$ v$ j
exceeded fundamentals. Those inflated prices drove+ Q; D% n- i& T! O v
homebuilding in excess of fundamentals. Given Albertans’7 e7 g5 d* L' d: a* G; I
deteriorating incomes and the overhangs of unsold inventories,
' f, P1 O5 q* L1 I" V# @+ e& `Alberta’s resale prices probably have another 20%; x! w8 b; \- K6 \# Y! C: ^
leg down over 2009.' z" y' n) i' g8 G, F
